PRESENTATION OF THE SESSION
Metropolises are a driving force for national development. They have a specific role as they absorb a large area both urban and rural structured in several urban centralities. They contribute to networking different areas in a wider territory, also impulse the dynamism of regions and contribute to the development of intermediary cities and rural area that are placed in their living areas. Urban planning agencies lean on local actors to elaborate local policies and strategies based on a strong knowledge of local dynamics and a strong capacity of pluri-disciplinary expertise. The African network of the Metropolitan and Territorial Planning Agency global network support metropolis and regions to develop their capacities in local engineering, essential to support civil society and local decision makers to better manage their territories. Rationale of the session: why the session is organized, why now in the framework of the Africities Summit? This event, through several thematic, aims to highlight and to define recommendations on the part of the metropolis and urban engineering for the construction of a balanced relationship between urban center and greater territories. What are the main issues to be addressed and the debates surrounding these issues at local, national, continental and international levels (as appropriate)? Several themes and challenges will be addressed as planning big metropolises, metropolitan heritage, urban agencies, role of urban planners, metropolises and intermediary relationships, metropolises, and climate change. Goals of the session The event aims to over cross the debate that opposes small and big cities, the urban and rural areas, in order to show interrelationships and co-profits that we can have from a territorial approach at the metropolitan scale. How will the session be meeting the aforementioned goals ? This event tackles big African challenges and international networks that focus on urban and territorial challenges to underline positive relationships between metropolises and intermediary cities. |

Founder and President of GPS-Dev, Former Executive Secretary UNCCD & Minister of Environment in Bénin, Member of Climate Chance Association
Mr Gnacadja has over 20 years of experience in environmental and urban development. During his rich and diversed career path he has performed as Minister of Environment, Habitat, Urban and Regional Development, Special Representative of the LoCAL Programme Board, Chairperson of the Strategic Council of the Sahara and Sahel Observatory. He is also Founder and President of GPS-DEV, a think tank involved in transforming governance for sustainability in developing countries. Since becoming UN Assistant-Secretary-General and Executive Secretary of the UNCCD in October 2007, Mr. Gnacadja has dedicated himself to mobilizing political will for the fight against desertification, land degradation and to mitigate the effects of drought.
