Daniel Elisé Ntye Ntye
Head of Unit of Studies and Local Prospective, FEICOM, Cameroon.
Daniel Elise NTYE NTYE is Head of the Local Studies and Prospective Division of the Special Fund for Inter-communal Equipment and Intervention (FEICOM), which is the bank of the communes of Cameroon. Since January 1999, he has been working there. As part of his duties, he is in charge of carrying out studies aimed at identifying the potentialities of the Decentralized Territorial Communities and identifying their needs in order to formulate development programs. Since 1999, he has been following local finances. He was indeed rapporteur and successive member of the Joint Committee for the Monitoring of Local Taxes, the National Committee for the Monitoring of Local Taxes. As such, he has been involved in various studies aimed at optimizing the financial resources of communities. He was part of the small team that drafted the law on local taxation, the law on the financial regime of local and regional authorities and their implementing legislation. Since 2010, he has been a member of the National Committee of Local Finance (CONAFIL) and its Technical Secretariat. He participates in all the work of the Interministerial Committee of Local Services and those of the Permanent Secretariat of the National Council of Decentralization. Prior to his current duties, Mr. Daniel Elise NTYE NTYE has been, in turn, Director of Studies and Cooperation; Director of Studies, Planning, Management Control and Information Technology and Head of Division of Cooperation, Communication and Documentation. Mr. NTYE NTYE is the author of many articles, including "National Solidarity by the Additional Municipal Centimes (Le Communal Special 2002); "Intercommunality, a response to the lack of local resources (Le Communal Special, 2002)", "Awareness campaign on the payment of the final tax (Le Communal n° 4)"; "Understand the philosophy of distribution of additional municipal pennies (The Communal No. 4)", etc.
