PRESENTATION OF THE SESSION

In Africa, the transfer of financial resources from the central Government  to local authorities is not always concomitant with the powers transferred, so that the said authorities have difficulty in fully fulfilling their missions, in particular facilitating access to basic social services (education, health, water, electricity and sanitation)   To remedy this, the New Urban Agenda (NUA) opens up new prospects for financing local authorities. In point n°15, c 4, its goal is to: "put in place effective, innovative and sustainable systems that can strengthen municipal financing systems and budget systems at the local level in order to create, preserve and inclusively share the benefits of sustainable urban development. While some countries manage to allocate more than 15% of the national budget to local authorities, others are at less than 3%. It is therefore for local development actors to seize other endogenous and external financing opportunities.   Also, how to optimize the mobilization of endogenous financial resources? how to seize the opportunities of international financial cooperation? How can local authorities be financed in return to ensure access to basic social services?   To respond to this, the experience of countries from the North Africa (Morocco or Tunisia), East Africa (Kenya) and Southern Africa (South Africa) Sub-Regions will make it possible to build assistance, so that the least developed countries can draw avenues to consolidate their approaches.   Goals of the session §   Making known the strategies and financing mechanisms of local authorities in Africa; §   Prospecting innovative pan-African mechanisms for financing local authorities; §   Presenting the economic intelligence tools allowing to seize the financing niches (property tax, green financing): §   Presenting  best practices for financing basic social services/   Contribution of the session to the goals of the summit and Recommendations §   Optimizing the collection of property tax in Africa; §   Increasing the number of African municipalities benefiting from green financing; §   Sharing  best financing practices from RIAFCO members §   Increase the number of African cities mobilizing resources on the international financial market;
