The session will be based on the presentation of the inventory of the transfers of powers and resources from the State to the local authorities in Mali. The various actions undertaken and in progress in this area will be briefly described and their quantified level of progress will be presented.
A specific focus will be made on transfers of resources intended for the investment of local authorities through the experience of the National Agency for Investment of Local Authorities (ANICT).
Panelists representing local authorities will offer their analysis of the successes and difficulties related to the transfer of skills and resources and ways to improve this dynamic.
The phase of questions and exchanges should make it possible to put the Malian experience into perspective
The issue of human, financial and material resources is an evolving and permanent subject of the decentralization process. The transfers of powers and resources carried out by the State are one of the essential elements of this problem. Mali having experienced notable developments in this area in recent years, sharing this experience will both provide potential leads to auditors from other countries for the implementation of transfers.
The main questions addressed are:
- What are the different types of transfers implemented in Mali and their progress?
- What are the specific instruments for transfers intended for investment?
- What are the successes and difficulties in implementing transfers?
